Publ 0.7.1, now with full-text search

I finally got around to adding whoosh full-text search to Publ, as an experimental feature. See it in operation.
Other changes:
- Improve the way that tag names get normalized
- Change
entry.prevandentry.nextto not default to subcategory recursion if a category context is specified
